Frances Cromwell, Lady Russell (c. 6 December 1638 – 27 January 1720) was the ninth child and youngest daughter of Oliver Cromwell, Lord Protector of the Commonwealth of England, Scotland and Ireland, and his wife, Elizabeth Cromwell.

The Cromwell family is an English aristocratic family descended from Hugh de Cromwell who came to England with William the Conqueror. Its most famous members are: Thomas Cromwell, 1st Earl of Essex; and, Oliver Cromwell, the Lord Protector.

Frances Cromwell was daughter of Oliver Cromwell and his wife, Elizabeth Bourchier. She was baptised at St Mary, Ely in Cambridgeshire on 6 December 1638. At the time of her birth her father was merely a redundant member of Parliament but in 1642 he took up arms against the King.
