Under All sound devices, click on the output device used, for example, Realtek HD Audio. Under General you will see Audio. Below it says: Allow apps and Windows to use this device for audio. Click on allow.
Here's the steps you can try. On the Tor app, right click on it and run it as administrator and check if you can open it. On the Shortcut tab, in the 'Target' box move your cursor to the end of the line. Add a single blank space to the end of the line. After the blank space, type the desired URL.
