A new book on Henry VII is a major event. The last full-length study of the king and his reign, by S. B. Chrimes, was written in 1972, in a very different historiographical world.

Dr Cavill does not step back far enough from his mass of data to tell us. We still need to know what difference constitutionally Henry VII's reign, parliaments and law courts did or did not make.
