English speaking countries have different systems for registration of public records. I agree. and thus a functional translation works better than a literal one.

It does not matter what the equivalents (if any!) of such an office might be in the jurisdiction of the targeted reader of the translation. The point is to convey the name of the office as used in the jurisdiction where the document originated.
