William Jay Riley (March 11, 1947 – January 27, 2023) was a United States circuit judge of the United States Court of Appeals for the Eighth Circuit . Education and background. Riley received a Bachelor of Arts degree from the University of Nebraska and earned his Juris Doctor at the University of Nebraska–Lincoln College of Law.
In 1906, William J. Riley, an English immigrant, founded the New Balance Arch Support Company in the Boston area, manufacturing arch supports and other accessories designed to improve shoe fit. His first product, a flexible arch support, was designed with three support points to provide greater balance and comfort in the shoe.

William J. Riley is a research scientist at the Lawrence Berkeley National Laboratory who develops and applies numerical models of terrestrial ecosystems to predict changes and understand impacts in diverse, dynamic environments. He leads projects on carbon and nutrient cycling, climate feedbacks, permafrost dynamics, water dynamics, and agricultural productivity.
