He served as President pro tempore of the United States Senate in 1794. [1] Early life. Coat of Arms of Ralph Izard. Izard was born at "The Elms" near Charleston, South Carolina.
He became one of South Carolina’s first two senators in 1789. In the Senate, Izard defended the institution of slavery, challenged the Bill of Rights, and helped to organize the federal court system. He finished out his Senate career as president pro tempore of the Third Congress.

Ralph Izard (1742-1804) was a South Carolina diplomat and senator who served in the Continental Congress and the U.S. Senate. He was a friend of the Lee brothers and a rival of Benjamin Franklin in the Revolutionary War.
