John Clifford Wallace (born December 11, 1928) is a Senior United States circuit judge of the United States Court of Appeals for the Ninth Circuit and previously was a United States district judge of the United States District Court for the Southern District of California .

Clifford Wallace, a federal judge who has advised judiciaries in more than 70 countries during his half-century on the bench, has been selected to receive the 2022 Susan and Carl Bolch Jr. Prize for the Rule of Law. He will be honored during a ceremony in San Diego on March 18, 2022.

Judge Wallace got started on what has been a life-long effort to improve the administration and promotion of the rule of law as a summer scholar with the Wilson Center in 1976.
