Cowley married Lady Charlotte, daughter of Charles Cadogan, 1st Earl Cadogan in 1803, but they divorced in 1810 after she ran away with Henry Paget, later 1st Marquess of Anglesey. He later remarried, to Lady Georgiana Cecil, daughter of the Marquess of Salisbury.

Henry Wellesley, 1st Baron Cowley was born on 20th January 1773, the youngest son of Garrett Wellesley 1st Earl Mornington and Anne Hill, daughter of 1st Viscount Dungannon. His earliest career was spent in the army, and then in January 1792 he entered the diplomatic service as secretary to the Stockholm legation.
Henry Wellesley, 1st Baron Cowley (1773–1847), married firstly Lady Charlotte Cadogan, second daughter of the 1st Earl Cadogan, in 1803; divorced by Act of Parliament in 1810, and married secondly Lady Georgiana Cecil, daughter of James Cecil, 1st Marquess of Salisbury, in 1816
