On 16 May 1701, Howe was created Viscount Howe and Baron Glenawly in the Irish peerage, and was succeeded by Emanuel Scrope Howe, 2nd Viscount Howe. On 16 May 1701, Howe was created Viscount Howe and Baron Glenawley in the Irish peerage, which did not entitle him to enter the House of Lords. In fact he represented Nottinghamshire again in the Parliament of Great Britain from 1710 to his death. He died in 1713 and was succeeded by his eldest surviving son, Emanuel Howe, 2nd Viscount Howe.

William entered the British army as a cornet of dragoons in 1746.
William was born in England, the third son of Emanuel Howe, 2nd Viscount Howe and Charlotte, the daughter of Sophia von Kielmansegg, Countess of Leinster and Darlington – a half-sister of King George I. This connection with the crown may have improved the careers of all three sons, but all were also very capable officers.

William's father, Emanuel Scorpe Howe, was the 2nd Viscount Howe and served in various political offices including as the Governor of Barbados.
