Langar Hall Howe was the younger son of Sir John Howe, 1st Baronet and his wife Bridget Rich, daughter of Thomas Rich of North Cerney. He was a student of Lincoln's Inn in 1645.

William Howe was born on Aug. 10, 1729, the younger brother of the future admiral Richard Howe. After attending Eton, he entered the army at the age of 17. For the next 30 years he rose steadily in rank.
