  5. Edmund Sixtus Muskie was a long-time U.S. Senator from Maine and the 58th Secretary of State under President Jimmy Carter. He served from May 1980 to January 1981 and led the State Department in the first high-level meeting with the Soviet government after its invasion of Afghanistan and the release of the American hostages from Iran.
