He was born on 25 April 1725, the second son of the Whig aristocrat and diplomat Willem Anne Van Keppel, the 2nd Earl of Albemarle, and of his wife Lady Anne Lennox, the daughter of the 1st Earl Richmond, who in turn was the illegitimate son of King Charles II and his mistress the Duchess of Portsmouth.

When Keppel was acquitted he became the hero of the hour but the whole affair was politically charged. Keppel retired from active service, entered Parliament as MP for Surrey, and became a Viscount in 1782.
