The point is to convey the name of the office as used in the jurisdiction where the document originated.

Nevertheless, I would think that ""Gestor de Registro Civil II" is her usual position, while "registrador civil de las personas en funciones" would mean that, at the time she signed that document, she was (for whatever reason), the "Acting Civil Registrar", i.e. she was temporarily occupying the position of civil registrar.

In my opinion, both Registro Civil and Registro Demográfico can be translated as Office of Vital Statistics or Bureau of Vital Statistics (your preference as to office or bureau) since that is how the institution is called in the U.S. P.
