A short answer is: ISI only index journals and ISI-indexed journals usually mean relatively high-quality journals. But not necessarily. Right, the IP & Science business of Thomson Reuters (the business formerly known as ISI) curates the indexes Web of Science and Current Contents Connect.
I've recently submitted an article in a ISI journal. This journal (urban design international) is ranked 36 out of 40 journals in the "urban studies" category; when I searched it in the Scopus, it was showed as a Q2 journal. But according to the web of science calculation, it is Q4 (36/40 = 0.9, Q4>0.75 ~ 0.9 = Q4) So my questions are:

Pain Medicine is indeed indexed in SCIE and thus in one of WoS' databases. Note that WoS was originally created by ISI (Institute for Scientific Information), but is now curated by Clarivate Analytics.
If your institution has access to ISI's Web of Knowledge, you can search for papers based on affiliation alone. For most institutions this will return many, many listings, so be forewarned. I have used affiliation/address fields in combination with other search terms successfully in the past. –
You might want to have a look at the Web of Science (formerly known as ISI Web of Knowledge). When I started my PhD back in 2008, I used it particularly for visualizing citation networks relevant to my research.
