That is where you can name your character or anything. Keep in mind TLauncher can automatically give you a skin, BUT it does not appear between a week or two. Correct me in the comments.

Click add account and choose authentication server. Login. Chrome your account and enjoy the game! Just select account, and login. Buy Minecraft, easy.
