Born on July 15, 1915, William Oliver Baker was the only child of Harold Baker (1870-1954) and Helen May Baker (1881-1945; nee Stokes). His parents were from Brooklyn, New York, and his father Harold worked from an office on Wall Street in New York City as a commercial agent of the Central Vermont Railway Company and Grand Trunk Railway System.
