Fourth Circuit Judge Andre M. Davis was born in Baltimore, Maryland in 1949. Judge Davis received a B.A. degree in American history from the University of Pennsylvania in 1971. After attending the University of Maryland School of Law from l975 to l978, Judge Davis graduated cum laude in l978.

Andre Maurice Davis was a federal judge on the United States Court of Appeals for the 4th Circuit. Judge Davis joined the Fourth Circuit after a nomination from President Barack Obama.
