Born at Berry Pomeroy Castle in Devon, of a family greatly influential in the Western counties, he was the eldest son of Sir Edward Seymour, 3rd Baronet, and his wife Anne Portman, and a descendant of Edward Seymour, 1st Duke of Somerset, in the senior line.

Seymour was baptized on 18 December 1663, the eldest son of the Royalist and Tory politician Sir Edward Seymour, 4th Baronet and his first wife, Margaret Wale.
