O Movimento Escoteiro foi fundado em 1907 por Robert Baden-Powell, na Inglaterra. Baden-Powell aproveitou os elementos positivos de camaradagem, iniciativa, coragem e autodisciplina presentes na sua vida militar, bem como técnicas que seriam úteis no desenvolvimento dos jovens para criar um novo movimento educacional.
