A trip across Virginia Beach can quite literally take 30-40 minutes depending on where you live. Both have lots of military, both have some beach access, and both have bad traffic. Norfolk tends to have more traditional city stuff to do but also more crime. Virginia Beach is lacking in urbanism but is safer.
