El Príncipe Enrique VII de Reuss nació en 1825, siendo el quinto hijo y tercer varón del Príncipe Enrique LXIII de Reuss-Köstritz y su esposa, la Condesa Leonor de Stolberg-Wernigerode. Desde 1845 hasta 1848 estudió leyes en la Universidad Ruprecht Karl de Heidelberg y en la Universidad Humboldt de Berlín.
