Frances Cromwell, Lady Russell (c. 6 December 1638 – 27 January 1720) was the ninth child and youngest daughter of Oliver Cromwell, Lord Protector of the Commonwealth of England, Scotland and Ireland, and his wife, Elizabeth Cromwell.

Frances Russell (née Cromwell; 1638 – 1720) was the ninth and youngest daughter of Oliver Cromwell, Lord Protector of the Commonwealth of England, Scotland and Ireland, and his wife, Elizabeth Cromwell. She was baptized at St. Mary's Church in Ely on 6 December 1638.

The Cromwell family is an English aristocratic family descended from Hugh de Cromwell who came to England with William the Conqueror. Its most famous members are: Thomas Cromwell, 1st Earl of Essex; and, Oliver Cromwell, the Lord Protector.
Frances Cromwell was born circa 1638 to Oliver Cromwell, Lord Protector of England (1599-1658) and Elizabeth Bourchier (c1597-c1665) and died 27 January 1720 of unspecified causes. She married Robert Rich (1634-1658) 11 November 1657 in Whitehall, Greater London, England.
