The Blue Horn is an item that is dropped by the Blue Demon, a boss in the Final Selection exam and in the open world. It only has one use currently, which is to obtain Beast breathing. This item has a 25% chance to drop from normal Blue Demons, and a 100% chance in the Final Selection.
The Blue Demon is an optional mission because killing him is a huge waste of time and is not worth it as this "boss" gives no XP at all. This boss drops a "Blue Horn". This item is useless unless you want Beast Breathing. It is not recommended to engaging into combat with him.
