An Order in Council of 21 July 1707 established as naval flags of the royal standard the Union flag and "the ensign directed by her Majesty since the said Union of the two Kingdoms", which from the coloured drafts attached to the order is seen to be the red ensign.
The Canadian Red Ensign (French: Red Ensign canadien) served as a nautical flag and civil ensign for Canada from 1892 to 1965, and later as the de facto flag of Canada before 1965. The flag is a British Red Ensign, with the Royal Union Flag in the canton, emblazoned with the shield of the coat of arms of Canada.

It was based on the ensign flown by British merchant ships since 1707. The three successive formal designs of the Canadian Red Ensign bore the Canadian coats of arms of 1868, 1921 and 1957.
Additionally, section 3(b) of the UK Merchant Shipping Act 1995 allows the use of both the Red Ensign flag or a version of it defaced with the appropriate national colour, on vessels registered with a Crown Dependency or UK Overseas Territory provided they have either a Royal Warrant or an Order in Council.
The Red Ensign Group (REG) is a group of British Shipping Registers. It is made up from the United Kingdom, the Crown Dependencies (Isle of Man, Guernsey and Jersey) and the UK Overseas Territories (Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Falkland Islands, Gibraltar, Montserrat, St Helena and the Turks & Caicos Islands) which operate shipping registers from their jurisdiction.

While it was officially a naval flag used by Canadian ships starting in the 1890s, the Canadian Red Ensign — a combination of the Union Jack and the shield of Canada — had been used unofficially both at sea and on land since the 1870s and was widely recognized as a national symbol.
