Thomas Dongan, 2nd earl of Limerick was a British colonial governor of New York under Charles II and James II. A Roman Catholic and a member of a royalist family, Dongan was exiled after the English Civil Wars (1642–51) and served in an Irish regiment of the French army.

The earldom was created for the first time in 1686 for Sir William Dongan, 4th Baronet, with remainder, failing male issue of his own, to his brothers Robert, Michael and Thomas and the heirs male of their bodies.
Dongan was one of the prominent Irish catholic aristocrats who met Fr Ambrose O'Connor, Jacobite agent of the queen dowager Mary of Modena, who had been sent in 1708 on a fact-finding mission on behalf of the young Stuart claimant (the Old Pretender).
