Douglas Patrick Thomas Jay, Baron Jay, PC (23 March 1907 – 6 March 1996) was a British Labour Party politician.
Jay was notable for his efforts to reconcile socialism with Keynsian economics, laid out in his 1937 book The Socialist Case. He was a staunch opponent of Britain’s entry into the European Economic Community, and voted no in the 1975 referendum.
For half a century Douglas Jay suffered as the originator of the sinister aphorism "the man in Whitehall knows best".

Shortly after Dalton resigned the following month, Jay was appointed to the new post of Economic Secretary to the Treasury. He became Financial Secretary to the Treasury after the election of February 1950, and after Labour’s 1951 defeat he became a front bench opposition spokesman.

Shadow Secretary of State. The Rt Hon Douglas Jay died on 6th March 1996. He was most recently the Labour MP for Battersea North, and left the Commons on 9 June 1983.
