Johan Falk och specialenheten GSI är ute på ett rutinuppdrag tillsammans med en norsk hemlig polis. Tanken är att de ska köpa automatkarbiner för att få bort de från gatan, men allt går inte enligt planen och plötsligt ändras spelreglerna helt.
