Louis Jacques Balsan (September 16, 1868 – November 4, 1956) was a French aviator and industrialist, born at Châteauroux (Indre) in 1868, who was the second husband of society beauty Consuelo Vanderbilt, Duchess of Marlborough.

She went on to marry the wealthy French aviator Jacques Balsan and continued her charitable endeavours. She lived in France before World War II, when she and Balsan returned to live in New York and Florida. When she died, she was buried near her son, Lord Ivor, not far from Blenheim Palace.
Jacques BALSAN fut très tôt membre de l'Aéro-Club de France et son Vice-Président de 1905 à 1921. Il fonde en 1908 le prix de l’Aéro-Club de France pour la photographie aérienne.
En 1941, alors qu'il a 73 ans, Jacques Balsan est l'adjoint du général Cochet dans les Forces Aériennes Françaises Libres. Très connu par ses libéralités à l'égard des mouvements de jeunesse et des oeuvres sociales, il édifie, avec Mme Balsan, la fondation Foch, dont il fait don à la Ville de Paris.
