He had an idea for a different game that didn't pan out, and was able to reuse some ideas from it in KH3D and KH3 moving forward. He probably wasn't really "planning KH4" insofar as he was just working through the projects and seeing what ideas to use and expand on. He was still finishing up the whole first saga of the series after all.
