When Henry Bolingbroke overthrew King Richard II and became King Henry IV, he had enjoyed the support of both the Earl of Westmorland and Earl of Northumberland. By 1403, however, the Percy family had become disenchanted and were a key part of the revolts against the fledgling Lancastrian regime.

The family aligned themselves with Mary, Queen of Scots, however Thomas Percy was beheaded for his treason in 1572. Henry Percy, Thomas’ younger brother took his title and begged Queen Elizabeth to show the family mercy.

The citizens were far less involved with the rebels than in 1400, and indeed the mayor and the constable of the castle were present at Shrewsbury in the king's retinue.
