When Francis Russell became Earl of Bedford in 1627, more than half of his estate, that is the outer part, was already built on or occupied as garden ground (see page 24). Although the licence to build implies that the Earl contemplated the wholesale redevelopment of the outer part, very little rebuilding took place there under his auspices.
