West Franconia have drifted into Lotharingia because the title "Kingdom of Germany" have never existed. Neither Hungary or Croatia have ever been a vassal to the HRE, so duchies from those titles can drift into Bavaria. I.e. Austria will never drift into Bohemia unless you or Bavaria goes independent.
