Dr. Michael Rich was named as the Architect of the Capitol (AOC) Office of Inspector General (OIG) Deputy Inspector General in 2019. Prior to joining the AOC OIG, Michael was the Department of Homeland Security (DHS) OIG Office of Inspections and Evaluations program manager responsible for direction of special reviews and evaluations of the DHS’ 22 component agencies.

The Office of the Architect of the Capitol (OAC) is responsible for developing and implementing a long-range master plan of development for the Capitol Complex. The office reviews and approves all contracts for the repair, rehabilitation, construction, renovation and alteration of all state buildings in the Capitol Complex, including tunnels, power and heating plants, and surrounding grounds.
