To others, upstate may start at Poughkeepsie. Still others may divide NY into different regions (NYC, Long Island, Catskills, Capital, CNY, Finger Lakes, Western, Adirondacks, North Country. Personally, having grown up in CNY (Utica-Rome area), I consider everything north of Poughkeepsie to be upstate.
To me, Upstate starts at the Albany area, and goes up to the High Peaks region. Perhaps the ability to be "upstate" while still in Westchester is a special mutant power. This question has been asked repeatedly for over 400 years with no clear definition. Cortland is where 'Upstate' begins. Bronx/Westchester line.
