It begins with a discussion of how Charles and George Townshend's moment came in 1767 through a turn of events, including the rise of William Pitt, Earl of Chatham, as prime minster of Britain in 1766.
Charles Townshend was a member of the House of Commons when he convinced Parliament to impose a new tax on the American colonies in 1767.
