In 1942 the Navy selected ASTC as a site for the Navy College Training Program, designated the V-12 program. The Department of the Navy designed this program to train the swelling officer corps that would command the new two–ocean navy. The Navy chose enlisted men who had some college education for officer training.

If an institution had an engineering program, it had to be accredited by the Engineers Council for Professional Development.
