I don't want to defend Nazis, like, at all. But they were laughing at that speech because in context it was funny. If you understand German and you understand the worldview of the people sitting in that room, or can at least pick up on the inflection of sarcasm in Hitler's voice during certain parts, then you can understand why they were laughing.
