He was the fourth Architect of the Capitol and responsible for adding the north (Senate) and south (House) wings and the central dome that is predominantly the current appearance of the U.S. Capitol building.

He was the oldest son of Joseph Saunders and Deborah Wood Walter, born in Philadelphia, Pennsylvania, in 1804. Thomas was an apprentice to his father in bricklaying and stonemasonry from 1819 to 1824.

A bricklayer’s son who studied under William Strickland (1788-1854) and John Haviland (1792-1852), he would later become the architect of the wings and dome of the U.S. Capitol and a founding member of the American Institute of Architects (AIA).
