Elliot Lee Richardson was born on July 20, 1920, in Boston, Mass. He served as lieutenant governor of Massachusetts from 1965 to 1967 and as state attorney general from 1967 to 1969. He then held a series of posts with the federal government, including under secretary of state (1969–70) and secretary of the Department of Health, Education, and Welfare (1970–73).
