  5. Delaware. George Reed. Conservative lawyer-jurist George Read attained many State offices and signed both the Constitution and the Declaration of Independence. At the Convention, he naturally defended the rights of the small States. Later, he served as a Senator in the First Congress, and ended his career as the chief justice of Delaware.
