Wemyss is the second son of Francis David Charteris, 12th Earl of Wemyss, and his first wife, Mavis Murray. He was educated at Eton College. While a teenager he was Page of Honour to the Queen Mother. He went to Oxford (BA 1969, MA 1974), obtaining a DPhil from St Antony's College in 1975. [3]

David Charteris, 12th Earl of Wemyss. Francis David Charteris, 12th Earl of Wemyss and 8th Earl of March KT DL (19 January 1912 – 12 December 2008), styled Lord Elcho from 1916 to 1937, was a Scottish peer, landowner and conservationist. Hugo Richard Charteris, 11th Earl of Wemyss, died in London on Mon day, aged 79. He had been Lord Lieutenant of East Lothian since 1918. The heir to the title is a grandson, Lord Elcho, who is 25 years of age.
