Welcome. Shaping the future of Blackbird Leys. Oxford City Council and Peabody are working together to bring 294 new affordable homes, shops, green spaces and a new Community Centre to Blackbird Leys.
The Blackbird Leys Estate was built mainly in the 1950s and 1960s to meet the then pressing need for housing. It was part of a plan to re-house people from the dilapidated inner city. This included large-scale clearance of a site near to where the Oxford Ice Rink was built ( The Oxpens ).

Peobody and Oxford City Council will create a new identifiable District Centre to meet the current and future needs of the Blackbird Leys community. The centre will have a new inclusive and multifunctional community centre, better accessible public space, new shops and new affordable homes.

According to the ONS mid-year ward population estimates, the population of Blackbird Leys decreased from 6,276 in mid-2009 to 5,652 in mid-2019. This shrinkage - over a ten year period – was an apparent decrease of 624 people or -9.9%. Figure 1 Population of Blackbird Leys by 5 year age band, 2009 and 2019.
