Also, it has sheen, which is very important for Lucian, because it synergizes with his passive. Also, it's mythic passive gives you 3 bonus AD, 3 bonus AH and 3 bonus MS per item. I’m top 200 Lucian and most of my games follow 1 of 2 builds. Stormrazor > Navori Quickblades > situational item > armor pen item > infinity edge.

I typically just Google “ [champion name] wild rift build” and there some websites that list builds and their purpose and how to use them.
