If the IP address in question is within one of your DHCP pools, it's also worth checking your DHCP server's logs for the MAC address it's attempting to assign that IP address to. Failing that, I would recommend logging on to the default router of the subnet that this problem is occurring on, and monitoring the ARP table.

The Cisco firewall checks my IP address to see if I've been authenticated through there before during the last 12 hour period and if so, never presents me with a means for logging out. The only way to get back to the login screen is to let that 12 hour time-frame expire or get a new IP.

NB: The OS of the device have to echo back to ICMP echo request. Some OS don't reply to ICMP with broadcast IP adress. In which case you can ping to every possible ip address in the network.
I'm on a LAN provided by an ISP. My computer has its IP address, Subnet Mask, Default Gateway, DNS Servers (using DHCP). I just wanted to see the MAC addresses of all the computers on my LAN. After applying subnet mask /18 or 255.255.192.0 on my IP I got: 182.3.64.0. Which gives me 16384 IP addresses ranging from 182.3.64.0 to 182.3.127.255.
