On February 19. 2000, Thomas J. Watts, a former cop turned psychotic killer, has just been released from Quantum State Prison and assassinates the current mayor, Frank Cottam. Police officer Shawn McCormick confronts the masked Watts holding the Deputy-Mayor hostage at gunpoint.
