With the steamlink you're looking at ~20 ms latency minimum at 60 fps 1080p. The encoding/decoding is MUCH quicker using sunshine/moonlight. You can adjust the quality way beyond the few settings that steam gives you. The difference in IQ between steamlink and moonlight/sunshine is night and day.

Sunshine is the software you install on the machine running the games (i.e. your PC), replacing Nvidia Gamestream which is what you'd use previously. Moonlight is the software you install on the device you want to stream the game to (i.e. your cellphone, emulation handheld, etc).
