Tusk Act 3 is a long ranged Stand used by Johnny Joestar in the Steel Ball Run manga. In addition to maintaining every previous ability, Act 3 adds Wormhole Uppercut. This gives Tusk the extra dynamic of being able to engage combat.

Tusk ACT 2 is the first evolved form of Tusk, accessed when Johnny makes progress in the technique of the Spin and uses the Golden Rectangle. You need get Steel Ball(spawns around map) and 3000 money, then talk to npc gyro to obtain Tusk ACT2.
First off is to talk about a supportive tusk. As you have inferred, a supportive tusk act 3 is one that stays on the sidelines and helps others. For most stands this is stupid and a detriment.
