Kelheim ist die Kreisstadt des gleichnamigen Landkreises im Regierungsbezirk Niederbayern und mit rund 17.000 Einwohnern zugleich die bevölkerungsreichste Stadt im Landkreis. Überragt wird Kelheim von der Befreiungshalle, die auf einem Bergsporn zwischen Donau- und Altmühltal liegt.
