Robert Tor Russell CIE DSO (1888–1972) was a British architect. In his position as Chief Architect to the Public Works Department of the Government of India, he is primarily associated with the development of the city of New Delhi in the early 1930s.

It was designed by Robert Tor Russell, the British architect of Connaught Place and of the Eastern and Western Courts on Janpath during the British Raj. Teen Murti Bhavan was built in 1930 as part of the new imperial capital of India, New Delhi, as the residence of the Commander-in-Chief of the British Indian Army. [1]
Robert Tor Russell was the chief architect at the Central Public Works Department in the 1930s. During the same time, he designed the Flagstaff House which now houses the Nehru Memorial Museum.
27 de jun. de 2014 · Architect Robert Tor Russell designed Connaught Place which was named after the Duke of Connaught. The construction went on for about 4 years from 1929 to 1933. It was made to serve the elite living in Delhi, especially in areas designed by the architect Edwin Lutyens, now known as the Lutyens Bungalow Zone (LBZ).
