Lieutenant General The Right Honourable Sir Thomas Maitland GCB GCMG GCH (10 March 1760 – 17 January 1824) was a British soldier and British colonial governor. He also served as a Member of Parliament for Haddington from 1790 to 1796, 1802–06 and 1812–13.

Sir Thomas Maitland’s contribution. First and foremost, he used his resources with care, and kept his forces under strict control. He kept his troops away from confrontation which might result in exchanges of fire, even though the Luddites made many armed attacks on mills, killed people, broke machines and burned factories.

Thomas Maitland (1760-1824), a Scottish army officer who was already governor of Malta, was appointed the first Lord High Commissioner of the Ionian Islands. At the request of the British government, Maitland drafted a constitution which was ratified in 1817. The constitution gave his position of office significant powers.
